Opportunity Information: Apply for 2018 09

The Agricultural Trade Promotion Program (ATP) is a USDA Foreign Agricultural Service (FAS) cost-share grant program created to help U.S. agriculture respond to the market disruptions caused by tariffs imposed on U.S. agricultural products in 2018 and 2019. The basic idea is reimbursement: eligible organizations that carry out approved foreign market development work and can show they were harmed by those tariff actions can receive federal financial assistance to offset a portion of the costs of overseas marketing and promotion. Funding is awarded competitively, and FAS reviews applications against formal evaluation criteria described in the ATP regulations and the grant materials posted on the FAS website.

The program focuses on expanding or maintaining overseas demand for U.S. agricultural products through targeted promotion and market development activities. ATP supports a range of foreign-market efforts, including campaigns and initiatives that not only promote products directly but also help address existing or potential non-tariff barriers to trade (for example, issues tied to regulatory requirements, technical standards, or other market access constraints that can limit exports even when tariffs are not the main obstacle). In practice, USDA enters into agreements with selected participants and shares the cost of approved activities, reducing the financial burden on industry and public-sector partners trying to compete and recover sales in affected export markets.

Eligibility is centered on organizations that represent U.S. agricultural interests and have the capacity to conduct foreign market development. The eligible applicant pool includes nonprofit U.S. agricultural trade organizations, nonprofit State Regional Trade Groups (SRTGs), U.S. agricultural cooperatives, and state agencies. The opportunity listing also includes state governments, federally recognized tribal governments, other tribal organizations, qualifying nonprofits with or without 501(c)(3) status (excluding institutions of higher education), and small businesses as eligible applicants. For-profit U.S. commercial entities are not typically direct participants in the same way as trade associations or state agencies, but smaller for-profit companies can take part in branded promotion activities by working through an ATP participant, as long as they do not exceed 300 percent of the SBA small business size standard for their industry (referenced at 13 CFR 121.201). This structure channels most awards through broad-representation entities while still allowing qualifying companies to benefit through participant-led branded programming.

While small for-profit businesses, nonprofits, and government entities are all considered, FAS places priority on applicants that demonstrate the broadest producer representation and affiliated industry participation for the commodity being promoted. In other words, organizations that can credibly show they speak for a large share of an industry (and can mobilize multiple stakeholders across a commodity sector) tend to be favored, because their activities are more likely to generate wide-reaching benefits and measurable export impact.

In terms of what can be promoted, the program is open to essentially the full range of U.S. agricultural commodities, with one clear exception: tobacco is not eligible. The funding opportunity is categorized under agriculture (CFDA/Assistance Listing 10.618) and is administered by the Department of Agriculture, Office of Trade Programs (FAS). The notice lists a very large potential award ceiling (up to 200,000,000) and an expectation of around 70 awards, reflecting the program's scale and the number of agreements USDA anticipated making. The opportunity was originally posted in late August 2018 with an early November 2018 closing date, aligning with the timeframe of the trade disruptions the program was designed to address. More detailed rules and requirements, including the governing regulations, are provided through the FAS ATP program page: http://www.fas.usda.gov/programs/agricultural-trade-promotion-program-atp.
